Try deleting your cache.
Also unstuck on site with option remove from party.

I can confirm the bug, Archmage Kalec should spawn when we arrive there but nothing happens.

I deleted the cache and now the NPC appears beside Senegos at 47.93, 27.17 (https://i.imgur.com/gicJiCx.jpg), and beside Stellagosa at 49.6, 26.8 (https://i.imgur.com/G3iaoYV.jpg). However it doesn't allow me to turn in the quest.

It has to be Archmage Kalec not Kadgar

Worked for me with no problem. Take not that this quest is gated behind completing https://www.wow-freakz.com/quest_helper.php?quest=42756&&name=hunger-s-end, meaning you have to complete Azsura's questline up to and including this quest for npc to be visible.

You have to complete the class campaign (https://www.wow-freakz.com/quest_helper.php?quest=a+hero%27s+weapon) before the questarter (https://www.wow-freakz.com/npc_finder.php?npc=110768&&name=image-of-kalec) will appear in your class hall.

The questender (https://www.wow-freakz.com/npc_finder.php?npc=110773&&name=archmage-kalec) from Azsuna appears after you finish https://www.wow-freakz.com/quest_helper.php?quest=42756&&name=hunger-s-end (part of https://wow.gamepedia.com/Azsuna_storyline)
