Bug description: the npc Baros https://www.wow-freakz.com/npc_finder.php?npc=79243&&name=baros-alexston has no dialogue option all he says is "Greetings Champion"

since this quest doesn't work we cant create our garrison and cant get the garison hearthstone also some recipes that can only be purchased from garrison are not available

There is a sticky post telling us that they're working on draenor and mop content storylines and to focus on legion stuff, so it's safe to assume garrison is included in the draenor story line (because it's needed for Frostfire/Shadowmoon storyline)
