Can't customize toon at creation

I am wanting to migrate 2 toons from my old server. I need to create the toons on Felsong to be my migrated toons. I want them to look like my old toons.

In the create a toon screen, when I click customize, all I get on the right are blank boxes where the previews belong. Skin, face, hair, markings, all of them. I do not understand how or why this is happening. Help???
