Can't seem to create a character, at all

Hey, new guy here.

I've finally decided to see what all the hype around WoW is as an MMO (never played before, obviously)

And decided this seemed like the perfect place to try it, however, after logging in I can't seem to create any character at all.

This happens on every class and I've tried redownloading and reapplying the launcher, to no use, it'll still say this.

Any ideas?

This seems to be a client side restriction.
Change name / appearance of the character.
