Most probably you are talking about Spine of Deathwing that's indeed not scripted and you can't progress to the actual last boss. And, the bug regarding Spine of Deathwing is already reported here : https://trello.com/c/C4210h2j/154-cata-dragon-soul

Posting a bug report needs to have all components to be taken into consideration. If you just pop a phrase that something is bugged, nobody will actually look into it.
Also, before posting anything you have to check forum reports or trello cards so if it's already posted to not waste your time with it.
