I'm stuck in the same quest, tried it at least 15 times as the GM said in this post, until now, no luck, it refuse to work as intended

This link is a proof that it works even in it current state, but it's very difficult to reproduce like the video

Same issue here. Stuck at Phase 1, never get the mark for killing the Defender(s) of the promenade.

Same issue as above.

I can kill all the Defenders myself but the "back up" does not proceed forward. The next wave of enemies does not get triggered due to this so the quest is not able to be completed.

I've done it slower and got the NPCs to the fountain like suggested in previous forums but still doesn't work.

Lucky to have gotten them that far. Most of my NPCs despawn at the start of the event, before the ones that remain just stop moving after everything else is killed off.

Here's hoping this gets looked at soon.

All the NPC's are near the fountain but still can't get to stage 2.
