[DUPLICATE] [achievements] no safari hat for transfer achiev accounts

Bug description:

I was hoping it would be only a visual issue, but its not

I did all the quests leading up to taming pandaria, plus aki the chosen (btw you dont get the gold from tht achiev either, but thats less important)

with all that you normally get 39 out of 40 tamers

so I did 5 more alliance to try to trigger the achiev, but nothing

the extra problem with this is that the achievement is account bound, so even creating a new char wont solve this
