Unable to reproduce this issue in 7.3.5, could you specify which appearance where you using while you lost it visually after relogging?

I just wanted to edit my topic if you are using a toy like: Krastinov's Bag of Horrors which is gives you another appearence then relog your artifact appearence will be removed. As I tested this bug also worked on Bear form in Guardian spec too. Recasting the form solve this visual problem.

Confirmed, this is happening with all effects / toys that change / transform your character, reverting your shapeshifts artifact forms to their original ones.
