[Druid][Resto] Overgrowth Regrowth Cast

Bug description: Should not cast initial heal part of regrowth. Only HoT part should be applied.

Just tested this in a bg and can confirm the bug. Can't record a video, but in this pic you can see I got regrowth initial heal with overgrowth...+ the other hots (all of it in-between 2 rejuve combat log lines)
