Character name: Miraak -fire mage
Bug description: it stacks up 99 times but never procs - its on my held in off hand weapon and item has been dropped by emissary chest with the corruption effect on it

It doesn't work on dummies, but works fine in dungeons and world as you can see here . Rejected.
