Yeah when I opened a ticket last week they said it was a known problem and they were working on a fix. Now people are telling me they're not planning on fixing it right now because the raid doesn't work properly yet anyway. Who knows what's true? But 213 ilvl rewards are trash right now for anything but newb alts.

In this case, disable the Emissary of War quest
