Enhancement Shaman Artifact Weapon Quest (Pandaren)

Where do I get the quest in order to get the Artifact Weapon Quest?

I'm a Pandaren Shaman (Enhancement), and I have no idea where do I get the quest. I'm still new to Pandaren, so I'm not fully sure how or where to get this quest. I'm level 101, and clueless. So, does anyone have any idea? Thanks. ~ Risako.

Hello. All artifact quest chains begin in New Dalaran. You go there following the quest "The Legion Returns", and then wait for the corresponding NPC to appear and talk to you.

I've had that "The Legion Returns", but haven't had a NPC to find me. I'll keep trying, when I head back to Dalaran.

Edit: Currently in Dalaran, I long completed "The Legion Returns" quest, but no NPC to find me. Plus, Dalaran is making me lag slightly.
