[FIXED] [Death Knight][Frost] Rune regeneration

Bug description: Rune regeneration is showing some really weird behavior sometimes. Rime seems to have something to do with it, sometimes when used it just resets and stops the regeneration of the last 3 runes for a few seconds. I've also seen some other weird anomalies in rune regeneration but can't really pinpoint the reason.
