Bug description: Fel rush doesn't charge you as it is supposed to while you are under the effect of Orb of Power in Temple of Kotmogu.

Confirmed.
The only way that Fel Rush works when you carry the Orb of Power, is when you're elevated from the ground and then use Fel Rush (for example you double jump and then Fel Rush or you use Vengeful Retreat and then Fel Rush).
