[FIXED] [Druid][All] Frenzied Regeneration and potentially other stack based skills

Bug description: The 1 sec cooldown between stacks doesnt trigger fast enough. Therefore spell can use up 2 stack in one rapid click.

2. The way it should work 1:56. You see the skill triggers 1 sec CD between stacks however it doesn't trigger fast enough to prevent skilled players who have fast button spam reflex. I haven't checked other similar abilities that have stacks. It could be truly game breaking if you can drain your stack without any internal CDs.
