Bug description: You get the 15 sec reduction from ALL targets , not just the PRIMARY one . In Court of Stars for example a balance druid can use solar beam at every single imp wave at talixae , and pretty much spam it as long as you got like like 6-7 targets casting at the same time for you to get the full cd back .
