[FIXED] [Druid][Balance]New Moon not resetting

Bug description: So basically the artifact weapon spells new moon, half moon and full moon are supposed to be a sequence but here once you reach full moon it doesnt reset back to new moon as it should and gives the druid continuous full moon charges which makes the spell broken

Confirm.
After you cast new moon - half moon then you can only cast full moon until you logout.
So if you wait 45 seconds you will have 3 stacks of full moon.

That's what happens when only half of a fix gets to live..... Sorry, there was an issue yesterday while applying fixes, seemingly this one got weird. Managed to fix it without restart, tested it on live, seems to work okay
