Info= I think Frost Strike (wowhead link) does more damage than its tooltip says, Well beside of all calculations related to mainhand = 280% and off hand = 280%, You're final damage simply calculated on your Frost Strike (wowhead link)'s tooltip already so considering that you should do a total damage (main-hand + off-hand) of that specified value

Now in video bellow, My Frost Strike (wowhead link)'s tooltip damage is 109,277 but when i dealt damage with it the result was as bellow:

Main-hand = 78,550
Off-hand = 99,849
= 178,399 - 109,277 (tooltip damage) = 69,122 more damage (not considering how much more it can deal with critical)

But to be sure about it, I got Shattering Strikes (wowhead link) talent which should increase damage of Frost Strike (wowhead link) by 40% if you have 5 stacks of Razorice (wowhead link) and result was:

Well result should be 40% of tooltip damage => (109,277 * 40) / 100 = 43,711 + 109,277 = 152,988 (Main-hand & Off-hand)

Main-hand = 108,627
Off-hand = 139,868
= 248,495 - 152,988 (tooltip damage + 40%) = 95,507 more damage

Well to be precise problem is not from Shattering Strikes (wowhead link) cause it actually increases its damage by 40% [ (178,399 * 40 ) / 100 = 71360 + 178,399 = 249759 ]

To even be more sure i tested Obliterate (wowhead link) as well and it was fixed so i think problem is only related to frost strike or its mastery calculation or ...

For those that may say, Damage also scales with your mastery cause it's frost damage. The thing is that damage on frost strike's tooltip changes in real time so it already scaled with your mastery and it basically show your final damage result

Yes i know there is 2 traits Soulbiter (wowhead link) and Cold as Ice (wowhead link) that can affect frost strike's damage but aren't their damage calculated on frost strike's tooltip already as i mentioned above

The only thing that i'm not sure and can be the reason is a trait called Ambidexterity (wowhead link)

The actual problem is that calculations for the off-hand damage don't actually take into consideration offhand reduction (that is, offhand should deal half the damage of the mainhaind). I checked in the game tooltips for both mainhand and offhand damage and the main spell:
Main spell says 48242 damage.
main-hand part says 32158 damage.
off-hand part says 16084 damage.

The actual damage is:
main-hand: 32k
off-hand: 32k.

Therefore the only problem is that off-hand reduction is not applied (that is why it deals more damage than it should)

The rest of the modifiers are correctly applied, you should not really care about them.

(you will see in the tooltip "off-hand" for both weapons, but trust me the one that says 32k is the mainhand, the 16k is the offhand)

the test that i did before:
