[Cutwater Harpooner's](https://www.wow-freakz.com/npc_finder.php?npc=129601&name=cutwater-harpooner) [Dragging Harpoon](https://www.wow-freakz.com/spells.php?spell=272412&name=dragging-harpoon) should have an internal cooldown of 15 seconds between casts. At the moment, it seems to have 6 seconds on freakz.
