[FIXED] [Mage][Arcane] Arcane Missiles channel duration

Bug description: On PTR Arcane Missiles is channeling arrounnd 50% faster than it should, causing to launch only 3-4 missiles instead of the minimum 5 missiles. This also happens with Evocation. Also tried it with other characters and channelings seems a bit faster than stated on the tooltip, but nothing as severe as arcane. This wasn't happenning a few days ago last time i tried.

Proof:

-Here it says on the tooltip that it should be arround 1.5s (its 1.48s on live) but with char haste of 33% it channels in 1.12s

- With Chronoshard buff it goes down to 0.86s and with lust to 0.5s or less, making it launch 2-3 missiles only

- In here shows the amount of ticks done in a short battle, averaging 4.7 ticks per cast, wich should be impossible as the minimum ammount of missiles per cast is 5 and with the trait rule of the three

I hope this can be fixed soon as it is a general issue and causes lots of channeled skills to miss ticks, like warlocks channel demonfire that gets only 12 ticks out of 15 as can be seen here.

Channeling time double dip haste, which of course shouldn't happen. 2/1.33=1.5 1.5/1.33=1.13
Periodic damage is only affected once by haste which results in skipping ticks.
