[FIXED] [Mage][Arcane] Resonance not working

Bug description: Not working. It only works when you have 0 arcane charges, if you have any arcane charges up the talent will not boost barrage damage

As you can see in the video (with 4 arcane charges):
-without resonance i did 369687
-with resonance i did 369687 (no difference)

At 0 arcane charges i do:
-without resonance i do 96,001
-with resonance i do 120,001

So at 0 charges it works, but as soon as you get even 1 arcane charge it stops working.
