[FIXED] [Mage] [Frost] Frozen Orb and Finger of Frost

Bug description: Frozen Orb is granting only 1 stack of Finger of Frost as it says in the tooltip, but since the recent fixes -([Frost] Fingers of Frost should proc on cast)-, it's rarely granting more stack in big aoe pulls. Finger of Frost tooltip says "Frostbolt and Frozen Orb damage have a 12% chance to grant a charge of Finger of Frost".

Proof: just pull 20 mobs, stack them, and use Frozen Orb. Enjoy you single Finger of Frost proc.
