[FIXED] [Monk][Brewmaster] Stagger duration problem

[Stagger](https://testbfa.wow-freakz.com/spells.php?spell=115069&name=stagger) duration is 10 sec. And it should deal damage every 0.5 sec. So there should be 20 ticks of stagger damage to monk. At the moment it is only 15. So that means that it doesn't delay damage as it should.
