"Matrix Surge" should we always focusing on the person with the Orb on top of him.

The current version of Matrix Surge can be exploited as of right now since the Matrix doesn't nor reset or change targets after people has delivered or failed the Matrix run. Therefore making a mechanic non-existential.

***Note - As well the Matrix Surge should be reset after each new orb, and deactive either people have failed or finished the Orb delivery.***
