[FIXED] [PvE] [COS] Mini-Boss are empowering mobs randomly which should not happen

Bug description: As you can see, on Freakz actually if you pull one mini-boss with mobs they are getting the "Bond of Cruelty buff" which should not happen. This should happen only if you pull more mini-boss at the same time (and you play them closer) or if you play the second boss with the mini-boss at the same time.

Proof: that's what happen on retail

As you can see "Duskwatch Arcanist" has the same HP with or without the mini boss.
