[FIXED] PvP [all][all] Arena lose of sight vs ranged spells

Bug description: In Dalaran arena, middle map beginning of games, fountain is not spilling water, but if a player stays middle map you can't hit him with ranged spells. Only when fountain is spilling water that should prevent ranged spells from getting through, not before.

Another arena with serious issues is Blades edge arena - if players don't leave the entrance, they can't be hit from outside, even if there is no obstacle in between. People already started abusing this.

I am 100% sure there are some other lose of sight issues in arena, so whoever knows any others please feel free to add them to this topic.

Having said this, because GM's have made countless polls on what they can do to improve pvp, it is really easy: core fixes and avoid starting arena seasons when pvp is in such state.
