Bug description: Missing npc and thus missing quest.
Proof: Check your link, there's a ? in the column of which npc starts this.

Should be spawned at coords 50.2, 61.0, according to http://wow.gamepedia.com/Azsuna_storyline

Gives an item, and is an optional breadcrumb / sidequest that leads to Maritime Law.
