Have you tried dropping the quest, logged out, cleared cache, logged back in, take the quest, go through portal. Mount up, fly behind the portal down into the city, then fly back up there?

When I did so, while I was over and a little behind the portal, I saw Andaris. But as soon as I phased in to the Estate, she disappeared. Nonetheless, I heard the dialogue. Waited for a bit for Thalyssra to talk, even if I couldn't see NPC. Once Thalyssra mentioned the withered and ordered it to attack (it was invisible), the quest then progressed.

I think it's important to make sure to fly down into Suramar behind the portal to come through until you're not longer in the Lunastre Estate. Also do remember that the NPCs may be invisible. It also may take a little time for the quest to progress as the little scene isn't instant. It takes a minute or two to progress.

It worked for me!


I accepted the quest, went through the portal before Thalyssra and flew directly (far) out of the phasing of the lunastre estate (behind the portal, into the suramar phase), then flew straight back in and Thalyssra was there. I couldn't see Andaris but I just waited at Thalyssra. Quest finished

No relog neccessary or any cache-clearing. I canceled the quest a few times and accepted it again, but in the end it helped to fly out of the phase quickly and back in again.

I can't see the NPCs, this quest is required to complete the insurrection achievement and unlock allied races.

I can confirm this works by following this steps :

- Don't take the portal , just fly there.
- Once there fly over the portal to the left and down.

Thalysra will apear and kill Andaris

Confirming too. Been running around like a headless chicken in the area to find nothing.
Us peasants who don't have flying yet can't see the NPCs nor complete the quest.

UPDATE: IT WORKS! After the server restart all NPCs are where they should be and completed the quest.
