[FIXED] [Random NPC bug] Draka missing spawns

Bug description: Some spawns of her are missing in Talador. There is currently only one spawn of her across the zone. Should be spawned at coords 62, 10.8 and also at 55.6, 41.0 . Basically, she should be at Frostwolf Overlook to give "In Short Supply", then at Durotan's Grasp, to allow turn-in for "Iron them out".
Proof: http://imgur.com/a/WeTu3 (as you can see on the minimap, she should be there, or close by...)

Videos have shown me that at the Frostwolf Overlook, she stands near the campfire, and the same is true at Durotan's Grasp, where she stands next to Durotan.
