[FIXED] [Rogue][Outlaw Artifact] Ghostly Shell heal amount

Bug description: It heals for way too much and it heals even if you don't remove any magical effect or resist any effects
For example I played with a rogue vs warr and shamy resto (I think).
Warr doesn't have any magical effects to put on the rogue but even so he regenerated ~70-80% of his health instantly

I have no clue how could that happen, it's specified strictly (in the code) that it will heal only if a SPELL MISSED because of Cloak of Shadows :/ will make some more restrictions
