[FIXED] [Shaman][Elemental] Elemental Blast Overload - No Double Buff

Bug description: Mastery overload should apply a random buff of Elemental Blast: Mastery / Crit / Haste

HOWEVER: 2 of the same kind of buffs will just refresh each other, and will NOT stack. I.E you can't have Crit - Crit, but you CAN have Haste - Crit, Crit - Mastery, Haste - Mastery

the 3rd applies the double buff

all 3 casts are affected by overload
