[FIXED] [Shaman][Elemental] Elementals should be summoned even vs. out of LoS targets

Bug description: Fire Elemental/Earth Elemental/Primal Fire Elemenal/Primal Earth Elemental/storm elemental/Primal Storm Elemental Cannot be summoned to attack the target behind pillar
cannot be summoned without targeting like 7.1.5 freakz too. before in 7.1.5 we could summon it even all target were stealth.
for example to use pulverize stun vs the classes that stun the shaman or others .

Confirmed. You should be able to summon elementals even if target is not in los.
