The Restoration shaman artifact trait Queen Ascendant is proccing while in Elemental spec, even without even having artifacts in your bags it still happens for some reason, Pierczy noticed it on his lvl 31 character. So every time you cast healing surge you have a chance to proc it even though Elemental shouldnt have this passive at all.
