[FIXED] [Suramar] Masquerade spell doesn't work in the Grand premonade subzone

Bug description: As shown in the proof video, it gets cancelled as soon as casted in the Grand Promenade of Suramar city. Because of it, many quests in the storyline cannot be completed or done. You can see clearly there was no NPC with the ability of breaking the spell in range for it.

Bug description: the power "masquerade" to proceed with suramar city quest its working properly, the bad thing its the limits of what is considered in the system as "suramar city" since the effect will get worn off even inside suramar city, making the quests related to the use of masquerade unabled to be completed. (in the video it's spotted one, but there are 2 more npc that are needed to be speaked to while using maskerade)
