Enduring Rage should grant you an extra 1.5s to ur current enrage buff timer whenever u raging blow something.However,if u whirlwind something https://www.wow-freakz.com/spells.php?spell=280715 (wowhead link)
and proc ur enduring rage from multiple targets the buff gets multiplied as well,so its 1.5s x number of targets to 5 maximum targets.In the video ull see enrage going from 4s,then using a cleaved raging blow on 5 targets(1.5s x 5targets=7.5 extra seconds instead of 1.5) and the enrage buff goes to 11s instead of 5.5s.Raging blow should grant 1.5 extra second to ur current enrage buff timer per ammount of raging blow usage,not per ammount of targets hit by it.
