As of right now it claims to do +/- 4.4% on Heroic. If you look at PTR example you can see that even in Mythic this is not the case when it comes to damaging the npcs. On Mythic Difficulty this seems to be ***+/- 9 %***

Comparing PTR footage to Retail footage you can see that in Retail footage damage taken is ***flat damage*** not % damage.

Note - Understandable that this could lead to some sort of damage exploits that would be really effective on higher keys.
