Increase the respawn rate of World quest objectives

I'd like it if the respawn rate of the rares would get increased so you won't have to wait too long between every world quest you complete. Whenever I'm doing the world quests for the emmisaries I always have to wait at one of the objectives for the rare to respawn which just slows down the game without actually being able to do anything. On blizz servers it was possible to server hop to a different server whenever you had to wait for a rare but since there is no different server here you just have to wait for every rare to respawn which gets tedious over time.

Respawn timer is reduced from the default value, if there are many players next to the world quests objective.
