Bug description:
1. Item disappeared from my toy box probably lost when transfered from legion to bfa.
2. There is no empty slot in the toy box for item Fire-Watcher's Oath.
3. When bought from vendor Speaker Gulan item cannot be used.

Likely the same thing happened to this 'toy' as Jaina's Locket from ICC. It used to be a toy, but no longer is. This 'solves' points 1 and 2. It's not gonna be a toy anymore.

As for the 3rd point, the item should not disappear on use. It should remain in your bag and be usable every 10 minutes. Upon use, it should transform you and allow any other player, regardless of faction, be able to attack you.

Understood your explanation for point 1 and 2. I bought the item back in legion. So there is no Fire-Watcher Oath in my toy box anymore. But it also not in my bags in terms of a transfer from toy box to bag item. Is it gone?

After having bought the Fire-Watcher Oath item again from the vendor, I still get the error message "You can't use that item". Please see second picture from the top in the proof.

Yeah, some things were removed from the toy box and the items also weren't added (back) to your bags (they are just gone now), happened to me too with this toy.

As for being unable to use the item - that's the bug. You should be able to use it. I was just providing info on how it should work (to improve the bug report.)
It should pretty much function like the toy did, but instead of using it from the toy box, use it from your bags. But, as of right now, that doesn't work so that's bugged.

I went to check the item myself and at the vendor, you can see the item is red. And yeah, same thing for me: I can't use the item and I get the same message.

I just tried buying both of them and it works as intended Proof. Rejected.
