Bug description: According to hotfix from August 11, Frigid Winds and Chilll effects were nerfed to 10% and 40%, so if u played with the talent, in pvp you would have 50% slow.
Right now it's sitting on 47% for regular chills and 79% on Cone of Cold, according to the tooltips.

Idk to me the math looks like the math is multiplicative right now in pvp 40x.1.15 and 70x1.15 and you get really close numbers to the ones that are on tooltip which means it should get nerfed,but still i don't see a reason of it being rounded to 47 and 79,and Frigid winds in PvE is additive,so I'll just confirm the report and see if devs think it should be additive or multiplicative.
