Melee Dps Parry doesn't scale

Bug description: I have 3% base Parry chance where as i should have around 24% or so because parry should scale with strength as it did in the past.
Proof: 5th second mark https://youtube.com/watch?v=wLRpLU1GDxs:

He has 23.16% Parry at 54 341 strength with 3% base parry.So that means 54.341:20.16% parry=1% parry every 2.695k strength or so.I have 56.792 strength so i should have around 24% parry https://imgur.com/a/FylE3zF .At the moment Strength/Agi doesn't scale at all for dps in terms of parry and i think this hugely impacts pvp as well too.Really strange because i tought melee classes had 0 parry this expansion all along.Could really reduce the damage imput that is taken in m+ and such.
