[Mining] Didn't get rank 2 Mining for Leystone/Felslate Deposits

Bug description: So I've handed in all of the quest items that you get from mining nodes in legion, however the mining trainer did not give me the next quest to unlock the next levels of mining rank. Unsure if this is meant to be a feature due to high node spawn rates.

I have now reached 800 mining skill and gone around mining all the nodes again to see if that would help. I used the 1k book to relearn any recipes that i might've missed. Empyrean worked fine and I have all the rank 2 for those.
