Hello,
Indeed clicking on the dialogue options of the valiants does not flag them as hostile, meaning you cannot kill them and loot the item. However, there are two instances of this NPC which can be killed directly and be looted, meaning that the quest can be completed.

I will confirm this as almost all of the valiants cannot be challenged via dialogue option.
