I can confirm. Same with the vulpera hideaway. The Npc that gives u the caravan is missing.

I can confirm for all 3 available, same situation. I bought them all and did the missions, nothing pops up to go do this...Aren't these available on 8.0?

With the new patch i got this quest first time i logged in and managed to do it. Now i have the Mission Command Table in the Great Seal.

Should be working now since previous commentator mentioned he was able to complete it.
