Paladin Campaign quest ''A light in the Darkness''

Hello,
I have a bug, I can't complete quest ''A light in the darkness'' for Paladin campaign, there is no NPC with yellow questionmark above.
I tried deleting cache folder, and I tried to do it again 4 times and nothing helps.
I also tried to search in Dalaran for the NPC and I couldn't find it.
Does anyone have the similar experience ?
