Hard to test if these 4% dmg increase hotfix is applied, the ret part is pretty much missing so I guess the prot part too.
Simulating gives almost the same dmg numbers as live, just that live I always do normalized dmg instead of variable.

I think we already have this, Hammer of the Righteous for example:

Effect #0   Weapon Damage % Value: 112% (SimCraft: 112%)

It shows the same damage as SimC (and doesn't mention anywhere in SimC that there is a different value other than 112%)

I assume the Hotfix should be applied in the Protection Paladin template: https://www.wow-freakz.com/spells.php?spell=137028 (Effect #8)

The effect is currently missing the tabel "Affected spells:", but I've got a screenshot from simc.
