Paladin questline

This quest is bugged because the NPC for turning this quest in to is missing. I tried retaking quest but it didnt help. Can you help me advance in Paladin campagin? Im really stressed out about this one because people wont let me get into raids with low ilvl mainly because my thrid relic is locked and my second legendary is sitting in inventory. As i understood from a dozen of people i have spoken to, im not the only one with this issue.

Also, one more thing if i may ask.
Is there a way to see other people who put me on ignore list, or atleast a general number of people that did it. On several occasions i tried to whisper random leaders and it said that user is not there so im wondering is it a bug or am i being ignored.
