[Priest][Discipline] Penance heals vs Borrowed Time

Penance, Borrowed Time

Bug description:
When you have Borrowed Time up and you heal directly with penance, Burrowed time is not consumed and penace skip 1 tick

Proof:
- No equipment, only artifact weapon,
- No castigation talent.
Gain 1 atonement up and heal yourself with penance, Borrowed time is not Consumed and penance do only 2 tick.

Without borrowed time penance work fine, 3 tick

With castigation talent, number of tick of are pretty random, need more testing.
