[Quest][Pandaria] The Mission - Skyfire missing

Character name: Marigilel

After accepting "The Mission" via the Adventure Guide, you go to the location for the Skyfire and it is not there. It's not the draw distance as there is another version of the Skyfire above the Stormwind docks, but there are no NPCs on this version.

I eventually got the skyfire spawning on my instance, however, after speaking with Admiral Rogers and completing the quest "The Mission", the Skyfire and all its NPCs despawned. I didn't get chance to accept any quests that the Admiral Rogers was supplying.

Now the Skyfire is not spawning and no way of accepting any Pandaria starting quests.

Also, NPC "Loretta Banks" should be in front of Stormwind Keep by the steps, to transport players from the Keep to the Skyfire, however is not present.
