Bug description: There's a discrepancy from what the trait's tooltip stats and the actual buff's tooltip: you get almost half the stats it says it should give.

Works as intended. U either had war mode on or pvp enabled which applies the 0.5 pvp modifier on it and thats why its half. Rejected.
