WoW Freakz spell link: Roiling Blood | Blood Boil | Pestilence
Bug description: If you hit a diseased target with Blood Boil at a distance higher than 5 yards, Pestilence will not get triggered from that target.

You did BB at 10.3 and it didn't work. Then you did it at 8.1 and it worked.
Where did you get the 5 yards?

It works at 9.3 and 9.49. I tried at 9.59 and it doesn't work anymore.

Above 9.5 yards, Blood Boil doesn't apply Pestilence anymore.

... there is nothing wrong with Pestilence radius, https://www.wow-freakz.com/spells.php?spell=50842&&name=pestilence as it can be seen on the spell finder it has 10 yards. But as any other AoE, that "10 yards" is ... complicated, it depends on a lot of things: caster size, target size, terrain, etc.
